Lilly has over thirty years of international energy projects and transaction experience as a commercial, regulatory, and legal expert.  She is a founding director of AWR Lloyd for the Americas and resides in Texas.

Lilly’s career covers the energy chain with particular expertise in oil, gas, and clean power. From 1982-1989, she held both business and legal roles covering upstream and midstream oil and gas sectors. In 1989, she switched to gas pipelines and independent power project development with Enron, first as Senior Counsel, then as Director of North Asia. At Enron International, Lilly’s responsibilities included development of LNG and power projects in China, Japan, Korea, and Taiwan. In 1998 until 2002, she worked on wind and gas projects in China as an independent developer, and advised American companies, such as Texaco and Chevron, on wind and gas projects in USA, Atlantic Basin, and Asia. From 2002-2005, Lilly returned to a corporate role as General Counsel of Suez ‘wholesale energy commodities division before joining Chevron as independent legal and commercial advisor.

Her clients include multinational public American and Asian corporations, and private developers and enterprises. Her major project work include Atlantic Basin LNG; LNG projects in Bahamas, Korea and China; renewable energy in Japan, China, USA, Mexico, Canada, the Netherlands, and Poland; oil, gas and power in USA and Asia.

Lilly received a Bachelor of Business Administration majoring in Petroleum Land Management from The University of Texas at Austin and a Juris Doctorate from South Texas College of Law in Houston.
